Universities, governments and private organisations have put billions into this field's infrastructure. Studying it abroad gives you access to that — the information, the instruments, and the research environment where genuinely new results come from.
Very often, yes. Many US PhD programmes waive tuition and pay a stipend of US $35,000 or more. Germany and Switzerland offer stipends that can cover the full cost. At doctoral level, funded is the norm.
Most universities teach astrophysics inside a physics degree anyway. A physics degree with an astrophysics pathway usually keeps more career doors open, which matters given how many graduates move into data science or finance.
